The City Council met in Regular Session in the Council Chambers; Mayor Dale Roberts calledthe meeting to order at 7:00 p.m.; Deputy City Clerk Marty Balbinot called the roll and the following Aldermen answered to their names: Jim Sarnes, Portia Brown, Greg Cox, Harold Palmer, Jim Stroh, Charles Campbell, Brenda Stadsholt & Don Bryant. Absent: None. A quorum was present. Meeting taped. Attorney Blake Lindner was in attendance. The Pledge of Allegiance to the Flag was repeated by City Officials and Guests. ________________________________________________________________________
APPROVAL Mayor Roberts asked if there There being none, the minutes MINUTES were any additions or corrections were approved as written. October 6, 2009 to the minutes of October 6, 2009.
TREASURER’S Mayor Roberts asked for a Motion made by Campbell, seconded REPORT motion to approve the Treasurer’s by Brown to approve the Treasurer’s Report for SEPTEMBER 2009. Report for SEPTEMBER 2009. Voting Yes-Sarnes, Brown, Cox, Palmer, Stroh, Campbell, Stadsholt & Bryant. Voting No-None
FINANCE Mayor Roberts asked for Motion made by Sarnes, seconded REPORT a motion to approve the Finance by Palmer, to approve the Finance Report. Report. Voting Yes-Sarnes, Brown, Cox, Palmer, Stroh, Campbell, Stadsholt & Bryant. Voting No-None
MAYOR’S Mayor Roberts read the Pro- NoneREPORT clamation declaring Saturday,October 31, 2009 as officialHavana Trick or Treat Night,between the hours of 6:00 –8:00 p.m.
Mayor Roberts announced that Snedeker Risk Management is holding their 2009 Fall Conference & Client Meeting in Bloomington, IL on October 29th & 30th, 2009. Anyone interested should contact Snedeker Risk Management ASAP. Mayor Roberts asked GaryDavis from Farnsworth forupdates on any projects inHavana. Gary reported thatthe Broadway project ison track and bidding would begin January 2010.
CITY CLERK’S None None REPORT
CITY TREASURER’S Treasurer Ruth Beaty stated None REPORT October 31st, is the half-way point in this FY and she will be preparing a budget statement for each Department Head to check budget status.
CITY ATTORNEY'S Hearing on 911 Tower is to None REPORT be October 27, 2009 at 8:30 a.m. Judge to rule on Motion to Dismiss.
ECONOMIC DEVELOPMENT REPORT None None
PUBLIC WORKS Alderman Campbell reported None REPORT tree mulching from the storm on August 4, 2009 is completed. He also reported that 50 stumps had been removed from downed trees and grass had been planted. Handrails had been installed in front of both Todd Mendenhall’s and JoAnn Shore’s businesses on north Plum street.

LICENSES, ORD. Alderman Cox asked Council Motion made by Cox, seconded by & LEGAL to adopt Ord. # 1309, the Stroh, to adopt Ord. # 1309, the ordinance ORD. # 1309 Ordinance for the Sale of for the Sale of Personal Property with Personal Property. Section amended Section 2. 2, Line 3 of said Ordinance shall Voting Yes – Sarnes, Brown, Cox, Palmer, be amended to read “of personal Stroh, Campbell, Bryant & Stadsholt property to be listed in The Mason Voting No - None County Democrat and on EBay for sale and offering”….
City Attorney Blake Lindner advised Council about costs of listing items on EBay.
Alderman Cox to investigate procedure to open Ebay account and report findings to Council.
ORD. #1310 Alderman Cox presented None Ord.#1310, TIF Agreement with Todd Mendenhall. Alderman Cox noted that Section 4(b)(i) needs corrected to reflect proper length of paybacks to Developer. Terry Svob to contact TIF Attorney to have correction made.
PERSONNEL Alderwoman Stadsholt reported None the Committee had a very informative meeting with Terry Svob.
Alderwoman Stadsholt stated that the agenda item regarding the hiring of a full-time person for the Public Works Dept. would be tabled at this time.
PLANNING Alderman Bryant reported the None flags would be taken down after Veteran’s Day, Nov.11th. Spreadsheet for 1, 5, and 10 year projects is being developed.

PUBLIC SAFETY None None
PUBLIC WORKS Alderman Campbell expressed None concern about the blowing and burning of leaves in the street and the possible damage to the street sweeper from burning embers. City Attorney Blake Lindner to check on ordinance regarding blowing leaves into street.
ADJOURNMENT Mayor Roberts adjourned the None meeting at 7:43 p.m.
