The City Council met in Regular Session in the Council Chambers; Mayor Dale Roberts calledthe meeting to order at 7:00 p.m.; City Clerk Ruby Miller called the roll and the following Aldermen answered to their names: Jim Sarnes, Portia Brown, Harold Palmer, Jim Stroh, Charles Campbell, Brenda Stadsholt & Don Bryant. Absent: Greg Cox. A quorum was present. Meeting taped. Attorney Blake Lindner was in attendance. Mayor Roberts reminded Council None about the upcoming IML training on FOIA changes to be held in Bloomington on 10/23/09. There is also training in Lewistown on 10/14/09 although not IML sponsored. Information available at City Hall on these trainings. Discussion.

CITY TREASURER’S None None REPORT
CITY ATTORNEY'S Attorney Blake Lindner reported None REPORT that the 911 lawsuit is scheduled at 8:30 am on 10/27/09 on motion to dismiss.
ECONOMIC DEVELOPMENT REPORT Terry Svob reported that None the Don & Sue Schaeffer loan closed on 10/5/09.
Terry Svob reported that we None looked at Todd Mendenhall’s TIF agreement and it will be put on the next agenda.
PUBLIC WORKS Jewel Bucy reported that None REPORT Public Works completed flushing the water mains this week.
Jewel Bucy also reported that None he’d talked to Josh Harken of Farnsworth about the manhole settling out at the RR tracks. Suggesting putting a pipe in it and filling with concrete. Discussion. Need a new generator at sewage treatment plant. IDOL inspection last week. IEPA Wastewater will be here next week to meet with Farnsworth.
FINANCE & Alderman Palmer presented the Motion made by Bryant, sec- PURCHASING request from Courtyard of Lights onded by Stadsholt, to approve Committee for a $500 donation $500 donation to Courtyard of to help update some decorations. HEALTH & Alderman Stroh reported that None SANITATION several properties were being cleaned up. Stated that the old Dollar General building needs addressed. Discussion.
LICENSES Mayor Roberts presented Ord. 1309 None ORD. & LEGAL for the 1st presentation. This being the sale of personal property.. the Tahoe, Ford Crown Victoria, and the Polaris 4-wheeler. City Attorney Lindner is to check if the City can sell items on ebay.

PLANNING Alderman Bryant reported his None Committee had met to review projects worked on by Farnsworth and the 5 & 10 year planning projects. Alderman Bryant also expressed his concerns with the new flood plain maps. The City needs to address some of the locations as presented on the new maps. Discussion.
