The City Council met in Regular Session in the Council Chambers; Mayor Dale Roberts called the meeting to order at 7:00 p.m.; City Clerk Ruby Miller called the roll and the following Aldermen answered to their names: Jim Sarnes, Portia Brown, Greg Cox, Harold Palmer, Jim Stroh, Charles Campbell, Brenda Stadsholt & Don Bryant. Absent: None A quorum was present. Meeting taped. Attorney Blake Lindner was not in attendance.The Pledge of Allegiance to the Flag was repeated by City Officials and Guests. ____________________________________________________________________________ TOPIC DISCUSSION ACTION TAKEN APPROVAL Mayor Roberts asked if there There being none, the minutes MINUTES were any additions or corrections were approved as written. MAYOR’S Mayor Roberts reported to Council NoneREPORT that the candidate packages for the Consolidated General Election to be held April 7, 2009, are ready and can be picked up from the City Clerk.
Mayor Roberts reported that it None is the responsibility of the owner of property to do the storm water review before the building permit will be issued. They can have their engineer do it instead of us paying Farnsworth Group to do the engineering on storm water reviews in the future.

ECONOMIC DEVELOPMENT REPORT Terry Svob reported to Council None he has had a lot of interest in the loan and façade program.
The Business Survey meeting None last Wednesday was well attended.
PUBLIC WORKS None None REPORT
FINANCE & Alderman Palmer asked Council to Motion made by Palmer, seconded by PURCHASING rescind the two sales tax reimburse- Campbell, to rescind the payment of Qtr.2 ment agreement payments to sales tax to Sunrise Ag totaling $6,392.00 Sunrise Ag totaling $6,392.00 for for the two businesses located on East the two businesses located on Laurel Street-Country Plaza and Promart. East Laurel Street –Country Plaza Voting Yes- Sarnes, Brown, Cox, Palmer, and Promart. Discussion: reason is Stroh, Campbell, Stadsholt & Bryant. TIF contract ended 7/1/07 due to Voting No-None the State ending sales tax payments to the City of Havana’s TIF account. Contract states agreement ends at that time.
